Against this backdrop, man again cast their attention to oceans, as ocean can provide for man not only a secondary living space, but an important sustainable development base. Countries around the world are reassessing the value of ocean in improving their international competiveness and achieving sustainable development. It is asserted that the 21st century is one of the large-scale ocean development.　　Since the 1970s, world manne economy has gathered momentum and doubled every decade, a growth rate higher than that of global economy in corresponding period. Marine economy is now a new growth point for regional economy.　　Under the pressure of maintaining economic growth and transforming development mode, it is particularly import,ant for China to take advantage of its abundant marine resources to develop marine economy, so as to ultimately advance national economy. On 4th of January, 2011, The Development Plan for Shandong Peninsula Blue Economic Zone in China was approved. The concept "blue economy" raised by Chinese government is based on international conceptualization of marine economy and, more importantly, is of distinct Chinese characteristics.lt fits into the category of regional economic theory and theory of sustainable development of marine economy. Blue economic zone is characterized by marine economy and closely connected to blue economy. However, blue economic zone is distinct from marine economic zone. For one thing, blue economy is different from marine economy in terms of connotation. Besides all the general features of marine economic zone, it also contains ideas such as coordinated development ofland and sea, rational utilization of ocean resources, ecological civilization, etc.For another, blue economy is beyond the scope of marine economy, not only covering maritime space, but also coastal zone and onshore continent.　　……
