Introduction Substantively PromoteSocialDevelopmentinChinaBasedonCollaboration,Participation, AndCommonInterestsMAQingyuPeopleslivelihoodliesatthecoreofsocialdevelopment. Initsnarrowsense, thesubjectof“socialdevelopment” wasraisedwithspecialconnotationsandpertinence, againsteconomic, politicalandculturaldevelopment. Itisadeepenedunderstandingonsocialism withChinesecharacteristicsbytheCommunistPartyofChina(CPC) andtheChinesegovernmentandasupplementtotheconnotationofstatemanagementandmajoradjustmenttogovernmentfunctionsinresponsetothesocialdevelopmentrequirements. Beforethe16th NationalCongressoftheCPC, onlyeconomic, political, andculturaldevelopmentwerehighlighted. Itbeganin2002duringthe16thNationalCongressoftheCPCthattherequirementof“buildingamoreharmonioussociety” wasfirstproposed. InSeptember2004, theFourthPlenarySessionofthe16th2/ SocialDevelopmentofContemporaryChinaCPCCentralCommitteeputforwardtherequirementof“strengtheningsocialdevelopmentandmanagement, andadvancingsocialmanagementsysteminnovation. ”InOctober2006, theSixthPlenarySessionofthe16thCPCCentralCommitteeputforwardforthefirsttimeinthe“DecisionsonSeveralMajorIssuesinBuildingaSocialistHarmoniousSociety”to“promotethecoordinateddevelopmentofsocialdevelopmentandeconomic, political, andculturalconstruction. ” Therefore, itcanbeconcludedfromthespecialchaptersonsocialdevelopmentintheresolutionsfromthefourthPlenarySessionofthe16thCPCCentralCommitteetothefifthPlenarySessionofthe19thCPCCentralCommitteethat,socialdevelopmentinessence, istoimproveandprotectpeopleslivelihood.
