治民有器，为兵有数，胜敌国有理，
正天下有分。《七法》
【白话】  治理百姓有办法，统领军队有
策略，战胜敌国有道理，一统天下有名
分。
【英译】  There shOUId be methods to

enemy，and justified reasons lo unify the
whole country．
2．胜一而服百，则天下畏之矣；立少而
观多，则天下怀之矣；罚有罪，赏有功，
则天下从之矣。《七法》
 【白话】  战胜一个国家而使更多的国家
臣服，天下就会畏惧；扶植少数国家而
影响多数国家，天下就会怀念向往；惩
罚有罪，赏赐有功，天下就会服从。
【英译】Defeat one country to make
more countrles submit and the wond w¨I
fear your state．FOster a few COUntrieS
t0 in刊uence most count rjes and the
world w．1I yearn fOr your state．Punish
the gu¨ty and reward Ihe meritorious

5．凡攻伐之为道也，计必先定于内，然
后兵出乎境。《七法》
【白话】  凡进攻讨伐的原则，一定要先
在国内制定好周密的计划，然后才发兵
出境。

4．计未定于内，而兵出乎境，是则战之
自胜，攻之自毁也。《七法》
【白话】没有在国内制定好汁划就先发
兵出境，这样打仗必然是自取败亡。

5．不明于敌人之政，不能加也；不明于
敌人之情，不可约也。《七法》
【白话】  不了解敌人的政治情况，不能
进行战争；不了解敌人的军情，不能对
敌人宣战。

Out investigating the enemy’s polltiCaI
situation．The war cannOt be declared
without investigating the enemy’s mili-
